    Um, that looks like the search results screen.

    I imagine there would be no 'new post' button there as the forum has no idea what 'sub forum' to post to.

    From the front page if you select a 'sub forum' is the 'new topic' button there?

      From what you said I finally went into the sub forum -- hardware/.... -- and there is the "new topic". somehow I just couldn't get to this page and so unable to post. My bad.

          I think this might had caused the confusion about "new topic". From your home link, click on Forum leads to this page, which has the "New Topic" right under "Forum", and it should not be shown here. The "new Topic" should only appears under the sub forum.

            Um, don't you mean 'New Topics'?

            I, sort of, assumed that meant a list of new topics created in recent time, rather than a way to create a new topic.

              You're right -- I wasn't paying attention to the plural form, my bad, but I bet the military protocol would not use something like this Instead of "new Topics", how about "recent posts"?
