Multi Function Smart Gauge Help

I want to be able to create a simple Artificial Horizon Gauge for an Aircraft Display.
The Gauge needs to be able to rotate one layer and vertically move a second layer in the Y direction. I also need to be able to send both the rotation angle and Y position over the serial interface from Arduino. How can I do this?
